Before engaging in production and mining, the user will need to purchase a license that will allow them to place buildings of this type. The licenses will have a mining limit on a certain area of the terra and it will be necessary to renew them after the expiration of their term, paying a smaller additional fee. A separate license is considered a business registration. Such a license is taxed by other interests but will have a special status and opportunities.
